Hold on, is Kiso particularly busty?

Hmm, to the search bar! Let's see here kiso_(kantai_collection) official_art. Uh huh, uh huh interesting. I can't seem to gleam too much from her official art sadly. Thinking it over though, the Kuma-class doesn't seem especially bouncy overall. Ooi being the main exception really.

However, further research brings up a certain scene from the anime featuring KTKM-sama.

What does this mean? Does it shed a little truth on what it means to be a "light" cruiser? Possibly. But honestly I think it just shows that light cruisers are a lot like destroyers. They come in all shapes and sizes. From tall to short, and oppai to noppai.

The only thing I truly know is that this Kiso should just take her top off and let the Admiral pounce on her already kuma~

It's more about whether there is a physical difference between standard/kai and kai ni.

Basic Kiso seems to be fairly childish in form, while kai ni looks more adult, and there does seem to be actual breasts compared to a seemingly pretty flat standard form. You could read a cup size or two into the remodeling.
