Considering she is described as a rokurokubi rather than a nukekubi by Zun, this actually fits. Well, Zun probably just mixed the two youkai up, but still.

He did say he got the two confused with each other.

Apparently, the Nukekubi is treated as an early rendition of the Rokurokubi, while the Rokurokubi is basically the Nukekubi with an ectoplasmic tail linking it back to the main body.

I bet ghost story tellers are still arguing which one is actually the real and proper youkai name.

Sekibanki has the powers of both. Her danmaku in 14.3 uses both detached/multiple heads and long neck.

Don't forget the references to the Dullahan as well.

Perhaps in Gensokyo all three are different names for the same thing?
