Not sure why she has to retire. Reimu can handle being a miko and houswife simultaneously. Not like she does a whole lot as a miko anyways...

In Japan, it's expected that the wife retires from her job once she gets married.

Now you know why they have an underpopulation problem.

I still headcanon this as them making the whole thing up to troll Yukari.

For this reason, I also wouldn't be surprised if what you said ended up being the punchline that solved everything.

"Wait... can't you just... do both?"

    "Ahhhh, but that's a pain!"

    "A PAAAAAAAAAAAAAIN!!?"

I really doubt if under-population is a problem. The more people, the more resources are needed to be shared around. Plus it's getting really crowded.

Extrovert nations like the gregarious jollity of over-population; Introvert nations, like Japan and Germany don't mind solitary quiet.

Plus she won't be a maiden any more.

Well, time to run down the list of causes again

Magic - Love Magic is a thing right?
Eirin's shady new drug - Love Potion #9
Yukari is fooling around again - To fool the reader, she playes the fool
It's a Moriya Shrine conspiracy - If Reimu retires, then guess which local shrine's still going to be operating

It's not inherently a problem, but it is a problem when your old-age social safety net is paid for by income taxes paid by the young - if your younger generation is too small, the one can't be covered by the other nearly as effectively.
