That's how I see it. Take Cirno here in that outfit, it gets a formal tag. Add the throne, and her sitting on it with that pose, and it gets World of Elegance. Even her danmaku looks refined.
You have a point about being careful with Touhou, since elegance is what Touhou does for lunch, so it should have a bigger line to cross, but I think this picture is a good example of where the line should be.

No, on the contrary, I've just seen way too many images in that pool of Touhou characters just wearing a dress. And that's it. Not much in the way of mannerisms or setting to warrant those images being there.
