This is probably pretty darned late to say, but while it's probably not Trump, I'm tempted to say that there might actually be a celebrity reference going on here -- to the old Hawaii Five-O series. Between his 'hairdo', the way his coat has the makings of a collar, and the whole Stakeout gimmick, it's pretty likely that he's a Poke-Steve McGarrett.
