Because like many of the other Kancolle artist who are probably feeling they're better than this now, minimum effort still gives pay. It probably doesn't help that this'll only be a temporary art change and putting any effort into it won't change how much they'll get paid and will ultimately just be a waste. It happens.

That depends, bring that up with Kadokawa, not the artist. If Kadokawa isn't paying more for better art even after the game got popular, then there isn't much of a reason for the artist to try much(Especiall for temporary season art) other than self satisfaction. And unfair deadlines are always a problem.
