That's suppose to be

seeing as how it's tagged Prisma Illya.
You can tell from his gloves and Avenger has black hair and tattoos all over his body.
They're part of the S1 class cards. They had more 'feral' designs compared to the actual HSs. These particular two didn't show up in the anime or manga.
Because Archer is Shirou, and Avenger as you see him is Shirou through an AM lens, and Hiroyama really really likes to reference the other Fate works.
And even then, reasoning doesn't matter. It's clearly Archer, it's literally spelled out in the pic I linked. In japanese, admittedly, but there's no room for argument here.
