I'd say this one still looks pretty much like Persona (I can see this being one of Mazeran's drawings too).
PS: And one can say this is not a Pokémon.

Ultra Beasts like this one are Pokemon from another dimension, a very alien-looking dimension, hence their strange appearances. They're also more powerful, like on par with legendaries.
