I can't hate her after knowing the backstory, is just a serie of tragic circunstances.
I know that
the reason she became insane was because of Nihilego's neurotoxin, but it was still her obsession towards ultra beasts that made the plot what it is. Her husband's disappearance just pushed her even further.

That's why it's Award of 2016, Ragyo's still the worst anime parent to date.
She's still not at fault though. She was a victim of a powerful manipulation agent. It's kind of how Jin Kisaragi was driven to pseudo-madness by the Yukianesa in Blazblue. Both things amplified the negative aspects of their hosts and corrupted them.
