If I get it right, Kongou wanted to order the same set as the Admiral, but the Admiral ordered a coffee set, much to Kongou's dismay. Fortunately, the waiter brought black tea sets instead. I think the waiter asks if they are fine with tea sets, of which Kongou gladly accepts.

Or perhaps the Admiral changed the last part of the order off-screen in between panels.

Now that translations are up (GJ Paracite), how the waiter ended up bringing black tea instead of coffee is still a mystery. Maybe the waiter fOcked up the order or brought them the order from some other table... Or he just read the mood... Or they ran out coffee...

Considering that in the 4th panel, the Admiral noticed that coffee would make Kongou unhappy, it's very likely that he simply changed the order from coffee to black tea.
