I believe it's like this: as wolfmen can procreate with humans, those that start off without "eggs" eventually inherits enough human genes to gain both the demon's curse (that prevents female wolfmen) and the egg thing.
And once they get eggs, they can be turned into female wolfmen if they lose. Wolfmen are rare though, and because they tend to be stronger than the average human, they should also lose less. Thus, fewer female wolfmen.
