I wouldn't count her out just yet. Remember, SF4 has "Downloadable Content" like new costumes for the characters. There's a possibility that they might even add new stages, OR...MORE characters!
DeeJay and T.Hawk have been confirmed as made characters and was near completed by the time SFIV released. So there is a chance there are other characters they didn't mention.
