Except Levinson clearly isn't a bully? He formally challenged Jack precisely because he had heard Jack was really strong (rather, he heard Jack had a ton of eggs and assumed that meant he was strong).

Also, using Levinson's egg to force his cooperation doesn't give Jack a way of making the others behave. It just gives him yet another harem member who resents his guts, only this one is actually strong. That compounds Jack's problems.
