It's Nimu, Kinugasa's twintails are not that thick

The uniform doesn't look anything like Nimu's though, and this artist is pretty faithful to what each girl usually wears.

Might just be Nimu with some trackpants on and her coat buttoned up properly. Like Shouhou, it'll be pretty awkward to walk around base when off-duty in a swimsuit or baring your chest. Not to mention chilly, if it's early Spring.

Also, Kinugasa wears a skirt.

My Kinugasa comment was not really directed at you in particular. But yeah, I'm sorry if I had offended you. I need to brush up on my internet etiquette...

On a different note, considering the current Kancolle girls, I think the one that might fit such a "bushy", twintail hairstyle would be Nimu? Clothes-wise, I dunno... A sailor top with trackpants? I can't remember any character from the series that wears such a combination, so I think the hairstyle would be a more reliable way to determine the character in this particular case?
