The last two somewhat left me confused though.

Even the disciplinary committee couldn't best the gentleman with (large) breasts it seems.

A simpler way of saying it is, "While we encourage proper etiquette, using that as an excuse for being a ladykiller and flirting with the disciplinary committee is discouraged."

It's a formal Yakuza greeting named Jingi wo Kiru (仁義を切る).
Looks like Graf saw it in yakuza film and misunderstood the usage. Cue mass confusion.
