Dorobozuru, rather than tsuru. Rendaku would apply in this case.

Indeed weird isn't it.

When translating, those notes don't update in real time. If two translators are looking at the same page and translating at roughly the same time, they won't notice unless they hit F5. (And why would they?) Hence, two people can leave overlapping notes at roughly the same time.
