If a woman is looking for comments on her appearance (I.E. is dressing up for you or is a cosplayer or model or something) then saying she's sexy is a complement. If she's in a forced state of less dress than she wants, or you're just speaking to a random stranger, she'll look at you like a creepy stalker.
It's like popping a boner in front of a girl then telling her that it's a compliment. :P
How about walking in on your best friend in the nude, looking her up and down while she's gaping back at you, then yawning and leaving without any comment, and when she comes out with her towel chasing you you have no reaction whatsoever, not even a blush.
I don't know about your friends, but I suspect most females might be just a wee but insulted in that sort of situation...

In that situation, I think most people would have the decency to apologize... and if they didn't, the woman would be well in her rights to expect one. FFS, this isn't rocket science. There are times when it's better to keep your thoughts to yourself and your mouth shut.
