It's not so much that she isn't physically able to defend herself, so much as the fact that she wouldn't even be aware she was under attack until things had gotten way out of hand. And she may be uncomfortable using her shipgirl powers on a human, even in self-defense.
In any case, sexual (or non-sexual) assault is merely the worst that would happen to her. The most likely case is that she'd just be totally lost and not know how to handle the most basic of human-society tasks (like knowing you need to press the signal to get a bus to stop at a bus stop). Incorrect anyhow, because of the obvious fact that penile fracture would be a high risk for someone trying to ram it into a major valve on a SHIP.
