What she means is something like what Thomas Power said about 'winning' a nuclear war:

She's saying that if 92% of Europe is genocided, but "only" 63% of China is genocided, "they win". (Nevermind the guaranteed societal upheaval that would follow such a thing.... Plus, I find the notion that she can ensure dinosaurs would somehow be restrained in their expansion by locality if they were to have any sort of success that could lead to actually eating a statistically significant proportion of humanity without just becoming the dominant species on the planet and having global range highly suspect...)

It's bad English, but the math is okay - NWSiaCB has it right, it means 37% of the population will survive, and there's like... almost a billion Chinese. ... Okay, holy crap there's 1.4 billion of them. Humans are cockroaches.

This is in the past so the population is smaller, but still a crazy plan.
