How does this even work? One is an assassin servant which formed from an amalgamation of all the grudge of abandoned/orphaned kid of victorian London's prostitute, the other is a murderer which mainly targets children... Wouldn't Jack just straight up murder him?

That was my exact thought. If he summoned anyone other than Caster Giles, I would expect him to summon... another serial killer... You know what? In a REALLY messed up way this fits. No one said he'd live long after summoning Jack.

Jack's beef is with the mothers who abandoned their children, so I doubt she'd hate Uryuu that much.

I think he is fine with killing women. IIRC he kill children because their reactions are more amusing for him.
