Her name is appparently, according to the DMM site for Infinite Stratos: Archetype Breakers, Huang Luanyin (凰 乱音). Going by the name, she's probably Huang Lingyin's sister-.

Updated: ...Or not. She's actually Huang Lingyin's cousin from Taiwan, but just as hot-headed.
