Last time, all it took was successfully completing the mission more-or-less as planned, and the sheer resource cost of deploying all the ships and the party afterwards was the slam to Kuu's salary. (And she apparently had to pay for fuel and ammo for Bisko and Musashi even though they didn't even do anything but play at the beach...)
