This one started with either Shoot the Bullet or Hisoutensoku because one of them takes an interest or liking for the other after their battle.

Right explanation, wrong game. It's even earlier than that, it's PoFV. Aya visits Cirno in Cirno's ending and seems unusually interested in Cirno's antics considering the gap in their status and power level... and this started the long, low-key but enduring Aya-Cirno ship.
