It's /keijun sairento abuu/; keijun goes to CL, being the abbreviation of keijunyokan (light cruiser), then the sairento abuu, which I can only assume is Silent Abukuma.

It could be a reference to something else that starts with "Silent", but I don't know of anything off hand.
