At the very least, it's a reference to the original Son Goku/Son Wukong, as the title is "Kinto'un/Jīndǒu yún, the name of the cloud on which Son Wukong flies around in the original Journey to the West. (The alternate romanized reading in the image might be a joke, or it might say something about the artist's lack of familiarity with the pronunciation.) Said name was directly ported into Dragon Ball for that version of Son Goku, naturally. Having said that, the star-in-a-sphere brooch would indeed seem to make it a DB-specific reference.
