    Such noncommittal, whatever-works acts like that are known as "zattoshichuu" in Tosa dialect. :-)

    It's more of a safety reasons, really. Since people loves to take picture on that lone pine tree, there's a risk of the ground underneath collapsing (since it's jutting out without any support). Thus, the 'repairs' or actually 'structural reinforcement' was issued. Since putting a pillar beneath that pier just won't work with how high and strong the waves, they used the concrete filling method, which makes it looks like a general fortified slope. More 'adjusment' was made later, adding a layer of rock into the concrete to make it look more natural, but hey.

    This looks pretty darned cool, all right.
    Way back when, the cliff and pine trees and all jutted out more and made quite a picture.
    The trees withered from pine wilt and the cliff collapsed from erosion...
    It was repaired later...
    ...but it was just concrete poured into formwork.
    The scenery itself was a tourist attraction, so there were rumblings of criticism.
    That's why it's like that now.
