They also work in a place with a time machine, Komashu could very well be a very young Mashu pulled out of time. Mashu herself is only 2 years old as a design child

I'm pretty sure direct parent-child incest was done due to a natural aversion to the concept that doesn't need to be forced by religious precepts. (In fact, I don't even recall anything telling people that father-daughter snoo-snoo is bad because it's pretty much just assumed.)

That said, a lot of anti-incest laws that were passed, especially in the middle ages were passed to prevent Hapsburg-style inheritance-hoarding schemes. If any of you play Crusader Kings, you'll realize that keeping claims to your land within your family is a key survival strategy, or conversely, lack of such is a key avenue to gain Casus Belli from which to attack. The Hapsburgs went around marrying nephews to aunts in a bid to make sure that no loose offspring could marry out of the family to give anyone else a claim on their lands, up until the point that they started developing the "Hapsburg Jaw" (don't look it up), and needing to be spoonfed by servants because they can't work their own mouths on their own. Still, as a power-hoarding strategy, it did work, and before destroying themselves, the Hapsburgs were capable of becoming Kaiser of the Holy Roman Empire, Kings of Spain, and holding a sizable influence on the Catholic Church, which was why it was made illegal elsewhere.

On the Jews specifically, it's also worth noting that they're also forbidden from shellfish (which are often scavengers, and therefore would eat the dead, diseased fish, and also human waste that came down their rivers), and also had strict rules on how to cook their food (which basically amounted to "boil it to mush"), so taken as a whole, it's pretty easy to see it as a set of rules on how to mitigate food-borne diseases. It's interesting to know that Charles II of Spain had Klinefelter syndrome, which caused him infertility and mental incapacity between other symptoms. This infertility would cause him to have no children, so in the end the war between Philippe V of France and the Archduke Charles of Austria was to be expected, because the heir he chose died and nobody wanted France and Spain to be allies.
