She was designed by DaVinci to be his daughter. Whether or not there's a biological link between them doesn't matter - she was already patterned to call them mama and papa.

Then tn is Gudako and Mash screwed up and raised her into a succubus in the week or two they've had her. She's somehow decided that lusting after daddy is okay, and he's done nothing to discourage her or even say no - instead he just fondled her breasts without even attempting to resist.

So he'll get what's coming to him.

Technically, the Westermarck Effect is based upon long-term exposure, not relation. An adopted sibling will form the Westermarck Effect just as much as biological siblings, but estranged blood siblings will not form it. Also, a childhood friend from a young enough age who was always staying over will develop it, as well. (Hence, 80% of all anime relationships run afoul of it, although it would explain why harem protagonists don't find their hot osananajimis sexy even when sleeping in their beds basically naked.) KoMashu may well be biologically related, but simply not yet having developed any of that Westermarck effect yet, herself. (And may even be too old to develop it for anyone at all besides maybe DaVinci.)

In medieval Europe, arranged political betrothals of very young children (like betrothing a 6-year-old to a 3-year-old) were common, and often the bride-to-be would be sent to live with her husband-to-be, and this would develop the Westermarck Effect such that they wouldn't produce heirs as the thought of sleeping with one another was disgusting to them after growing up together.
