I thought it specifically started from an episode of K-On!, rather than the show adapting it from existing maid cafe practice, but it's not like I've done any research to be sure.
Edit: I'm trying to find a term and/or tag for the little test-tasting saucer utensil in panel 1, but my Google-Fu is proving insufficient. It isn't just kozara (小皿), is it?
