As much of a youkai magnet as Youko is, it's surprising that it took her this long to go to a youkai consultation agency. Of course, her lack of funds probably contributed. Maybe Monme-chan was the last straw, the point at which she decided she had to do something about it or she'd go nuts.
When a person is walking down paths and such late at night, pale hands will appear and stroke their cheeks. They appear with the goal of scaring people out of their wits.
Or so they've been portrayed, but she simply wants to rub against cheeks.
