This girl, unlike Youko, can see the catlike youkai, and generally the puchi-like youkai don't have enough spiritual power to be seen by muggles.
(Curiously, a cat youkai with that general appearance is on the 'front cover' page, but has two tails in proper nekomata fashion, whereas this one only seems to have one tail. Art error, or is she hiding the other tail somehow?)

I thought that foot in panel 1 was a second tail. My mistake.
And is Mieru looking down another girl's skirt? She reminds me of a fusion between Chiaki and Haruka Minami.
