I'd say it's definitely Souryuu. She also has that style of hair ribbon, and aside from the hair and eye color mismatch it's also missing Zuikaku's left wrist brace. The silhouette looks very similar to this photo of Souryuu.

I'm 99.2% sure the character is Souryuu--aside from the coloration, she wears that exact style of archery glove on her right hand and nothing on her left, whereas Zuikaku's arm gear is completely different. Doesn't necessarily preclude the ship from being Zuikaku, though...
