If cleavage is questionable, then every bikini picture is questionable.

Per the FAQ, it's only used for sexually charged situations.... which this isn't.

• Rating:Questionable: For images that may contain some non-explicit nudity or sexual content, but that aren't quite pornographic.
• Rating:Safe: For everything else. Note that rating:safe does not mean safe for work and may still include "sexy" images containing cleavage, panty shots, skimpy bikinis, and so on.

If that's the case, pretty much any bikini picture is questionable. This isn't titillating enough.

Women tend to wear swimsuits when going to the beach. Making eye contact, raising an eyebrow, and imitating paizuri is a bit less socially acceptable in my experience.

Ah yes, holding a long object between your breasts wearing only a bra, that very normal and non-sexualized thing we do all the time when not trying to raise arousal. Totally akin to wearing a swimsuit at pool or beach.
