I can't say for sure but there's a two-part series of tile-based S-RPGs by the company Euschully(sp?) where the male lead starts on a square and "deploys" units to adjascent squares. Anyway, you start with a water and an earth elemental and this looks like the water one, except that I don't remember her having jewellery. This was freakin ages ago.
