What She had a pretty small cup size, so varying it isn't a problem at all. Infact one can argue that her tits are a bit large in this picture.

Oh when? Since I think I missed that part. Perhaps if RyuII's looking at NinaII alot.

But the thing is Katt would have a sporty figure, and in the initial offical art (not hte GBA remake ones); she had a sporty yet decent handful chest wise.

You know how your friends would stay at town and you could talk to them about events in the game there? Well, sometimes they'd say different things depending upon if you were alone with them. At one point, I believe when you're curing the Tunlan Queen, Nina and Katt will talk about their bodies with Ryu, with Nina worrying about becoming fat and Katt wondering if she'd grow up to be as curvy as Nina.

Everytime I played the game, I just picked her cause she has not panties or clothes on, but they wise up on the gba and added it.

Look at the official art, and the in-game sprite when you're facing off against her in the collosseum. She's, at the very least, a large B-cup. They're relatively big on her, considering her small frame.

She, however, thinks she's small-chested because she compares herself to NinaII, who is pretty big. She has time to grow, so she wonders if she might get "that big" when she grows up.
Bottom line: She's not flat in any way.

And as an aside, if NinaII's chest made her jealous, Deis probably made her feminine pride hang itself.
