Sure, Prinz may be dangerous, but Kaga is one of the top S-rankers in the base. She and Hibiki have helped RUN many of the various training sessions. Poor Pudding is probably doomed.
Scout planes seem pretty OP compared to pairs without a CV in their lineup.
War ain't fair. Sometimes, some people will just plain have an advantage in a combat situation.
That being said, if they rely on scout planes too much, I imagine the sharpshooters could end up taking them down. Or just pay attention where those planes come from and where they return.
There's also the matter of resupplying them. It's not certain whether the CV's can do it during the exercise. They might be operating on very limited resources.

I know this is late, but let's not forget that most of the CAs and BBs can also take scout seaplanes. Still, that does mean the double-DD or sub compositions are fighting at a disadvantage...
