Well, most of the youkai seem to be pretty selfish even in their diminished state. The Reiga family are probably leftovers from a time when said youkai were as strong as Ao as well and their exterminations over the ages are probably why there are so many chibis running around (if Mieru's flashback about Shiki is anything to go by). I mean, imagine how things would have gone for Mieru if Mao had been at the power level of Ao or Oniguma.
