Well, more importantly, it's the infamous Dragon Quest III female warrior's armor. As mentioned before, all these jokes are based upon Hamakaze taking "fantasy" to mean "Dragon Quest III".

Y'see, the practical in me (I'm against bikini plate armour if it is going anywhere near battle, especially if skin is directly underneath it) says 'You're flipping right, Verniy, it isn't a good idea.'; the fanservicey in me says 'Nah, it is a good idea, Verniy.'
