I too would like to know where it's from and where I could get more

The eye style and shading look vaguely reminiscent of Nakanoo Kei's style, but without a credit/title page (or more pages to compare with), I can't tell.

according to sauceNAO, it says the source of this is something called "COMIC RiN vol. 15". now i need to find this, and hope it's translated.

if anybody has any leads, can you help a brotha out?

Comic Rin is a lolita themed monthly magazine similar to Comic LO (pronounced el oh). Comic Rin Volume 15 is the March 2006 issue which can be found below:
