Well the creator of the 'black rock shooter' video is making a manga so it can have it's own tag while 'the world is mine' has no plans to become any form of series.
Tags aren't for denoting a series, they're for facilitating searching. If more than one person wants to find all "world is mine" images, a tag for it makes sense.
