Additionally, her hair color and maid status also remind one of Izayoi Sakuya another Dio inspired character. I want to add this to the "about time saw it coming" pool but this came pretty quickly so...

Also worth mentioning that Formidable's chibi sprite throws multiple biplanes while idle. Replace those biplanes with knives and you got yourself a DIO/Sakuya inspired character.
