I'm starting to settle on a Hamakaze Fashion Theory. To wit: Hamakaze actually has a fairly keen sense of what clothes look good on someone. She just doesn't use it for her own clothes, because she wears clothes intended to please herself rather than other people. Those silly T-shirts with food items on the front amuse her, and thus she wears them.

tl;dr she could be fashionable if she wanted to, but she'd rather have fun.
