The translation in the upper left was easy, but I don't have my kanji dictionary on had to do the right. But it looks familiar, like I should know it.

I don't think that's Chinese...

"全消可" means "You can all delete." and it is Japanese.
Maybe this picture drew in chat space to draw.

It's Japanese net lingo, yes; although I'm not sure if 消可 is supposed to be 消し可 witten without the okurigana (which would mean it's pronounced "keshika") or if it's supposed to be short for 消去可 or similar (which would mean it's pronounced "shouka").
