    They're specifically testing if it's safe at all, likely they don't actually know what happens on this floor beforehand, the rat bottle is their first step in determining the floor's danger level.

    Maybe. Then again, if the anomaly is invisible how would they know to check at all? I think they know the floor has anomalies, and they are trying to trigger and record it to find out how to defeat it. Going from their apparent desires, I think they either want the fame of conquering the labyrinth, or they want to find a way to control the anomalies and take over the world. Possibly both. Either way, they definitely seem to be trying to do an SCP mission here.

    Someone literally posted the artist's explanation of how the giant otter team operates on another image. Not every floor is inherently dangerous, but if you just walk out of the elevator without any precautions, anything could go wrong and at that point it's too late. The otters already know that some floors are dangerous, that's why they're doing the rat test. The kind of movies that entice them is hardly a testament to what their actual goals could be.

    Well, I guess if you live in a place as dangerous as this one you wouldn't hesitate to use live bait on every door you could.

    like how they spray areas that are X for garbage (filler rooms)
