The format is png, like the upscale, but it still has jpg artifacts. Was it like this in the original archive or did you convert to png, possibly while extracting the images from a pdf?

The original archive was a pdf, yes. I decided to extract as png to not compound any existing artifacts further.

Extracting the images directly won't compound the artifacts, and should yield a smaller filesize. I can do this for you if you send me the pdf.
