I mean Yuugumo looks like she's already filling out anyway. She'll have those curves in a couple years or even sooner.
17s or so are still very much kids. And kids at 17 can look 20s. Nothing new. But kids are still kids. And you might go to jail for it if you are not carreful.
Can't deny that some teenage girls might look devilishly desirable though.
Yuugumo has the figure to almost pull off "Young Woman" instead of "Teenage Girl" if she acted more mature. But as her behavior this entire series has shown, she's very much still a kid no matter what she may tell herself. That reality check really shatters any purely physical attraction she might incite.

It's a common character flaw for the girls in this series. They play up appearances - Houshou with how Naganami's clothes, Yamato with the cliche situations she tries to set up - over earnest behavior when their goal is actually earnest behavior rather than appearances. Houshou, to an extent, actually recongizes this in Naganami's interactions with the Admiral but she doesn't understand it because it doesn't fit her goals. Yuugumo's descent from what kind of interaction she had wanted to evoke at the start of her story to the risque approaches she's doing now to invoke any sort of interaction now is a solid example.
Appropriately, Takanami's interest in taking advantage of the situation to get her sister to dress in inappropriate outfits for the sake of seeing her dressed in inappropriate outfits (her own perversions) is something the Admiral does recognize. Until Akigumo here, we didn't have that kind of perspective from Yuugumo's storyline.
