Can tell this is false in Win10 for me. The computer prods you to reboot, but you don't have to. And yes, some updates are executed post reboot because requirements. Which is why I simply shut down and then in the morning let it update while preparing breakfast.

I opened the services.msc and stopped and disabled services that had something about downloading and installing updates in their names, hadn't been bothered again since circa early 2018, I think.
I remember having to do my initial post-install updates over a couple of days when I first got the game, due to still having dialup on my computer at the time.

This is the kinda behavior that allows malware to run around and makes Microsoft resort to ever more forceful update schemes, you know. You sleep for 6+ hours a day, just let the computer update during that period.
