You would need context like how the orcs have been systematically oppressing the dwarves or how the elves get richer while the dwarven forges get colder. Throw in a few bad actors to cause a few riots in a select few places and let the fae media film it while ignoring the peaceful dwarven protest and well you've got a nice story about violent Dwarves for the whispering woods network
