Perhaps Ina should have a mechanic something like Naoto's from P4A/P4AU/BBXT? Basically, she has two moves: a "SAN Check" and a "#@!?\_" SAN Check deals very low damage, but if it succesfully connects it reduces a counter on the opponent; when the counter is 0, #@!?\_ will insta-kill if it connects; if the counter is above 0, #@!?\_ is auto-blocked by the opponent with no chip damage.
Polka would be more like Lowain and the Bros from GBVS, a semi-joke character with some tricky moves and projectiles. At least in my mind.
