That's because shark skin is covered is microscopic backwards facing scales almost like a rasp. if you're not careful you can literally shave off your skin.
Should google up shark scales and see some of the pictures of those. It becomes quite obvious why if you rubbed them from head-to-tail it'd feel smooth and from tail-to-head it'd feel like sandpaper.
